Just an update on my earlier post. The computer’s Power supply was replaced but it didn’t boot into recovery for re-imaging.
After copying over recovery partitions from an identical computer, looking at boot entries via bcdedit and taking pictures and comparing them of the bios, I found a fix. The error was, by the way, “The boot selection failed because a required device is inaccessible”. There’s a HP post on this with different ways but I didn’t find a solution (or bothered to read it all, I did skim it though). It turns that there a BIOS setting that enables and disables recovery.
